Tournament Information: 

Concussions & Youth Sports - Ohio HB143

The Ohio Stingrays want to bring an important issue to the attention of teams participating in Ohio Stingrays Showcase Events because it affects the safety and well-being of the athletes - concussions in youth sports. Ohio has passed legislation, Ohio House Bill 143, which went into effect on April 26, 2013 that defines prohibitions and requirements for "Youth Sports Organizations" in dealing with the recognition of and the management thereafter of athletes that have sustained a concussion. After consulting with legal counsel, it is the opinion of the Ohio Stingrays that Ohio Stingrays Showcase Events can be defined as a "Youth Sports Organization" in and of themselves for their respective playing weekends:

"Youth Sports Organization" - public or nonpublic entities (Ohio Stingrays) that organize athletic activities (Ohio Stingrays Showcase Events) in which athletes are not more than 19 years old and are required to pay a fee (team entry fee) to participate in the athletic activity. In essence then, each of our guest teams is a member of the Ohio Stingrays Showcase Events "Youth Sports Organization" for the July 12-14, 2013 and October 19-20, 2013 weekends.

A requirement of Ohio HB 143 that must be met is distribution of the Ohio Department of Health Concussion Information Sheet to the parent or other guardian of an individual who wishes to compete in our athletic activity. Youth Sports Organization Concussion Form - ODH Revised 3 can be downloaded below. This same form will be included with the information packet that coaches will receive when they check in at Ohio Stingrays Showcase Events - they will need to distribute it to their families at the events.

As a member of Ohio Stingrays Showcase Events "Youth Sports Organization", each head coach is required to successfully complete an on-line concussion training program. When you complete this on-line program, you can print out your completion certificate. Each head coach must produce a copy of their certificate for the Ohio Stingrays to keep on file when they check-in at the Showcases. The on-line concussion training program is free. It will start off with (5) multiple choice questions to test your knowledge of concussions. There will be approximately a 20 minute audio/visual educational presentation dealing with concussions in youth sports. After the presentation, you will be asked the same (5) multiple choice questions that you were asked in the beginning. This on-line training program can be accessed at:

This free on-line course is available through the NFHS. You will need to click the "order here" button and complete a brief registration form to take the course. Follow these steps to complete the course:

1. Click on the button that says, please log in to order. In the window that appears. click Register Now.
2. When your registration is complete you may "order" the free concussion course offered along the left hand side of the page. Continue following prompts. Although it may look like you'll be charged for the course, there is no cost.
3. Once you have completed "checkout", you will be able to take the free on-line course.
4. When you have completed and passed the course, you can print out your certificate of completion.

As a member of Ohio Stingrays Showcase Events "Youth Sports Organization", each umpire is required to successfully complete the same on-line concussion training program above. The Ohio Stingrays will work with the relevant sanctioning bodies to insure all of our umpires will have their certificate on file at the Showcases.

As a member of Ohio Stingrays Showcase Events "Youth Sports Organization", each site manager (Ohio Stingrays official) is required to successfully complete the same on-line concussion training program above. Our site manager's certificates will be on file at the Showcases.

OK, so now that each head coach, each umpire, and each Ohio Stingrays official (site manager) has successfully completed the on-line training program, what happens on the Showcase weekends? It is the responsibility of each head coach, or umpire, or official to remove from competition an athlete exhibiting the signs and symptoms of a concussion as detailed in the Youth Sports Organization Form - ODH Revised 3 at the bottom of this page:

Appears dazed or stunned
Is confused about assignment or position
Forgets plays
Is unsure of game, score or opponent
Moves clumsily
Answers questions slowly
Loses consciousness (even briefly)
Shows behavior or personality changes (irritability, sadness, nervousness, feeling more emotional)
Can't recall events before or after hit or fall
Nausea or vomitting
Balance problems or dizziness
Double or blurry vision
Sensitivity to light and/or noise
Feeling sluggish, hazy, foggy or groggy
Concentration or memory problems
Confusion
Does not "feel right"
Trouble falling asleep
Sleeping more or less than usual

In response to this, the Ohio Stingrays will have a licensed athletic trainer stationed at Ohio State and at Pickerington. If a coach, or umpire, or official witnesses an event to cause suspicion of a concussion to an athlete, then call in the athletic trainer to examine the athlete. The athletic trainer will then make the decision if the athlete can return to play or will need to see a physician for further evaluation. You will be given instructions on contacting our athletic trainers in your information packet that you will receive when you check in at the Showcases.

AGE GROUP PLAY-UPS
Play-ups are not permitted in any age group. Age eligible is defined as the age group a team will play its state tournament or national event in.

FORMAT
The showcase will be a (5) game minimum. There will be (4) pool games with teams seeded into a single elimination bracket. Weather permitting, all age group championship games are scheduled to start @ 2:00 pm on Sunday. Schedule requests and changes will not be able to be accomodated.

SHOWCASE OFFICIALS
All games will have (2) umpires except for the championship games which will have (3) umpires.

ENTRY FEE
18U & 16U teams = $675 US entry fee ($725 CAN entry fee)
14U & 12U teams = $575 US entry fee ($625 CAN entry fee)
10U teams = $550 US entry fee ($600 CAN entry fee)

The entry fee must be a personal check or money order made out to "Ohio Stingrays". All teams will be notified via e-mail that their entry form and check have been received. Entries will not be considered without payment enclosed. NO REFUNDS will be made after your team has been accepted into the showcase.

CHECKS
No checks will be cashed until a team has been notified of being accepted in the showcase and responds by e-mail that it will accept the invitation and any requirements attached to it. All communication regarding the showcase will occur via e-mail.

Checks of teams that we are not able to provide a playing slot for will be torn in two separste halves and photo copied for our records - the torn check halves will be shredded. We will not be able to return un-cashed checks and entry forms. Thank you for understanding.

DUE DATE
All entries must be postmarked by Saturday January 5th, 2013. The selection process will not begin before this date. Selection will not be done on a first come, first served basis.

SELECTION
Selection will be determined by committee only. Many criteria will be used to determine the final tournament field. Every year it is a painstaking process that we approach with a great deal of effort. Among the factors to be considered will be strength/results of your actual 2012 playing schedule, strength of your proposed 2013 playing schedule, completeness/honesty of paperwork, and for 16U & 18U teams, a listing of the colleges and universities following your team.

Due to the number of applicants, we will not be able to provide teams with individual explanations of why they were not accepted into the showcase field. Thank you for understanding.

PLAYING STATUS NOTIFICATION
All teams will be notified of their playing status via e-mail by Monday January 14th, 2013 - 8:00 am at the latest.

CHECK-IN
All teams must leave a hard copy of their insurance at check-in. All head coaches must leave a hard copy of their NFHS concussion training certificate as outlined by Ohio House Bill 143. All playing sites will have their own check-in station.

AWARDS
1st PLACE - team and individual awards plus 3N2 jersey for each athlete
2nd PLACE - team and individual awards
ALL TEAMS - notice by a college coach

COLLEGE PLAYERS
Age 18 eligible softball athletes having completed one year of playing or having red-shirted in college (D1, D2, D3, NAIA) are NOT ELIGIBLE to compete in this tournament.

Age 18 eligible softball athletes having completed one year of playing at the NJCAA level ARE ELIGIBLE to compete in this showcase.

GATE FEE
There is no gate fee at Fred Beekman Park (16U/18U) and Coffey Road Park (10U).

The Pickerington Local School District will charge a $5 one time weekend pass fee at Pickerington North (12U) and at Pickerington Central (14U). Each team will receive (3) coach passes, children under 10 are free. The Ohio Stingrays have no control over this policy and will receive no funds from this fee.

FRED BEEKMAN PARK FIELD #7
Field #7 at Fred Beekman Park has an artificial infield surface. Players may wear metal cleats. All other fields have dirt infields.

PARKING
Parking at Ohio State is free with restrictions. For Fred Beekman Park, you must use Carmack lots 1,2,3,4 & 5 which are located at the south end of Carmack Road as it turns east to Kenny Road. Parking at any metered location, such as the Speech & Hearing lot on Arthur E. Adams Drive just south of Fred Beekman Park and the Rightmire Loop just south of the sand volleyball courts on the lower quad of fields, is not free.

For Coffey Road Park, you must use the Sisson lot which is south of the playing fields. Parking along Coffey Road is not free since it is for OSU staff personnel.

Parking at the Pickerington Central and North Softball Complexes is free.

TEAM & SPECTATOR CONDUCT
This tournament is a Junior Olympic event and as such, excessive behavior and the use of profanity by any adult or player will lead to ejection from the playing site and could lead to denial of entry for their team the following year.

ALCOHOL & SMOKING
The use of alcohol and smoking by any attendee is prohibited at The Ohio State University and at the Pickerington Central and North Softball Complexes. Any person caught with or using alcohol will be ejected from the playing site and their team will not be invited back in the future.

CONCESSIONS
Concessions will be available at all playing sites. The concessions at Ohio State will be managed and staffed by the Ohio Stingrays - concessions at the Pickerington Central Softball Complex will be managed and staffed by the Pickerington Central Athletic Booster Club - concessions at the Pickerington North Softball Complex will be managed and staffed by the Pickerington North Softball Club. There may be differences in menu items and pricing.

Coolers can be brought into any playing site.

PETS
Pets are allowed at Fred Beekman Park and Coffey Road Park. Pets must be leashed and their owners must be prepared for clean-up if necessary. Pets are not allowed inside the Pickerington Central and North Softball Complexes.

RESTROOMS
Indoor restrooms are provided at the upper playing quad and at the lower playing quad adjacent to the sand volleyball courts at Fred Beekman Park.

Portable sanitation is provided at Coffey Road Park.

Indoor restrooms are provided at the Pickerington Central Softball Complex.

Portable sanitation is provided at the Pickerington North Softball Complex.

HOME RUN FENCES
The Fred Beekman Park and Coffey Road Park playing sites do not have home run fences. Ohio State has an underground watering system which precludes the use of fencing systems that puncture the ground. Free standing fencing systems such as the SportsPanel system are cost prohibitive for the Ohio Stingrays to rent at this time. While this may not be ideal to some, everyone simply has to sit back and enjoy the shots that are hit and the attempts to run them down by the athletes.

The Pickerington Central and North Softball Complexes have permanent home run fences.

FIELD PREPARATION
The Ohio Stingrays will supply dedicated labor at all playing sites to hand rake and re-line (batter's box, pitcher's circle, foul lines) all fields before every game. All fields will be dragged with mechanization at the end of the playing day in preparation for the following day.

WEATHER
The Showcase Committee can and will control as many aspects as possible to insure that your team has the best playing experience possible, but weather is not one of them. In the event of inclement weather, the Ohio Stingrays Showcase Committee, The Ohio State University, the Pickerington Central and North Softball Complex staffs, will do their very best to get all games in. But you are applying to the showcae realizing that the Ohio Stingrays Showcase Committee reserves the right to alter this event in any manner fit to accomplish the mission of showcasing the softball athletes with the maximum number of games possible under the circumstances. Coaches will receive a rain line phone number at check-in.

Umpires will make the decision on when to come off the fields in the event of rain. Lightning will be automatic cause for suspending play for (30) minutes. Ohio State, Pickerington Central, and Pickerington North will control the decision on when labor can be used on the fields to get them back in playing shape. The Ohio Stingrays Showcase Committee will control the decision on any adjustments to the playing schedule. The following will be available in the event of inclement weather:

Field Dry - purchased by the Ohio Stingrays and stored at the playing sites

Mechanized Drag - (1) per (4) fields in play to help with wet field preparation

Labor - Stingrays parents as needed in addition to the facility field maintenance staffs.

WEATHER REFUNDS
If the showcase is rained out in its entirety, refunds will be based on:

(Entry Fees minus Non-Recoverable Costs minus Games Played) divided by (Paid Entries)

Every inclement weather situation is impossible to predict and create a refund policy for. The Ohio Stingrays Showcase Committee will make every attempt to be fair to teams that are not able to complete their 5-game minimum, but will not be able to define refund formulas for these situations beforehand. Please allow (2) to (4) weeks for an inclement weather refund.

2013 NFCA Recruiting Camp

There will be an NFCA administered recruiting camp on Thursday July 11, 2013 held at:

The Ohio Stingrays College Showcase will follow on Friday July 12, 2013 at Fred Beekman Park located on the campus of The Ohio State University.

The NFCA camp application must be completed online between the dates of February 1, 2013 and June 17, 2013. Please go to http://nfca.org/index.php/recruiting-camps to complete the application. Note that the application must be completed on the NFCA web site and not the Ohio Stingrays web site.

Registration is open to athletes of NFCA member coaches starting on February 1, 2013. Starting on February 15, 2013, regsitration is open to all athletes.

In 2012, the NFCA administered and endorsed camps together attracted more than 6,000 applicants and 1,000 college coaches from around the country. Don't miss this opportunity in 2013 to showcase your softball skills to the large population of college coaches who will be scouting this Camp. Coaches registered to recruit at the NFCA/Ohio Stingrays camp will be listed on the NFCA website by early June @ http://nfca.org/index.php/recruiting-camps

The recruiting camp is divided into the following sessions:
Outfielders/Catchers: 8:15 a.m. - 11:10 a.m.
Pitchers: 11:10 a.m. - 2:05 p.m.
Infielders: 2:05 p.m. - 5:00 p.m.

Please submit your application based on the softball position to be showcased. All applicants will be contacted via e-mail by May 24, 2013 with information related to camp status.

Additional information is located on the NFCA website as indicated above. The FAQ page provides answers to most of the commonly asked camp questions. Athletes do not have to be playing in the Ohio Stingrays Showcase to be able to participate in the NFCA camp.

Tournament T-Shirts

Once again, as part of the 2013 Ohio Stingrays College Showcase, we are offering the chance for competing teams to be able to pre-order the tournament shirt in ????. This enables the athletes (and parents) of the teams to be able to get the size shirt and color that they would like. The shirts have always sold out at the tournament. The cost will be $??.00 per shirt and they will be bagged for teams to be able to pick them up at the check-in stations at Fred Beekman Park, Coffey Road Park, Pickerington Central High School, and Pickerington North High School.

The distinctively designed shirts will have a unique 13th anniversary tournament logo on the front and all of the attending teams on the back of the shirt. You can pre-order either Youth or Adult sizes. Only Adult sizes will be available at the tournament. Also, ???? is available by pre-order only - this color will not be available at the tournament.

First-aid supplies (band-aids, wraps, ice, etc.) will be available at the concession stand of all playing sites to deal with minor scrapes and bruises suffered while playing. While we truly hope that your team will have the safest playing and viewing experience possible, there will be 911 for any serious injuries or medical issues.
